"Zurückkehren" ist eine historisch und realpolitisch völlig falsche Wortwahl für diese Frage da dies die Schweiz nie getan hat. Nach dem Neutralitätsbericht von 1993, welcher aktiv ist, ist ein weitgehender Verzicht auf wirtschaftliche Sanktionen nie vorgesehen. Seit dem Beitritt zur UNO Verhängen wir sowieso meist die grossen Sanktionen gegen die zu bestrafenden Länder. Es wäre also kein "Zurückkehren" sondern eine Neuauslegung.
