So wie die Frage formuliert ist, bin ich gar nicht einverstanden. Bestrafung ist kein Selbstzweck. Etwas anderes ist die Frage, welche Risiken man bei einer Freilassung von potentiell sehr gefährlichen Personen eingeht. Ich finde: Im Zweifelsfall, d.h. bei realistischer Wiederholungsgefahr, muss der Schutz der potentiellen Opfer priorisiert werden.
